PCN from retailer parking complaint advice

Asking for a friend...
...who recently visited a retailer and received a postal PCN for short overstay because retailer was busy
They want to complain but are worried that laying out the facts to the retailer might compromise any future PoPLA appeal by identifying the driver
Despite scouring forum and FAQs I cannot find any specific advice on this, would be grateful for any advice and explanation

Hello Mr Retailer, I was a passenger in a car that was parked in your car park and, due to you/your shop being overly busy, couldn't leave in time to avoid a PCN. The driver is a person lacking in confidence and doesn't feel able to ask you to have the PCN quashed.............0

Dear Waitrose Store Manager,
WE want to complain because WE were shopping in your store, and now (because I am the registered keeper of the car) I have received a postal PCN and a threat of court...
There is a successful Waitys one here from last month, where the Store refused and the OP complained to the CEO of Waitrose.
Search Waitrose Brighton as your keywords, as I was about to help the person but they got it cancelled anyway.
Even if it's not Waitrose (change the store name) and say this to the CEO:
Did you know Britannia aggressively sue people, using Gladstones solicitors who are connected to their own trade body; an horrendous 'conflict of interests' exposed in Parliament last year? Are you happy that will happen to hundreds of your customers, as Morrisons has been suffering with ParkingEye (same scam against their customers who have been sued in droves for a couple of years now, I now find to my horror, when researching this scam). Morrisons hate it and cancel all those where they get complaints - but they know that some people just get scared and pay, and they can't get out of the contract early - can you get out of yours?
Who do you care about more, your customers or your rogue parking firm? Being
a BPA member doesn't make them legitimate in any way, so forget what you were told.
We are regulars at Waitrose but never again, how DARE you allow this against your customers? Surely you are aware of what you have done, and that this will lose you custom, as well as harass the elderly and disabled who need longer to shop. ANPR cameras take no notice of individual needs, and how busy the shop was, and remote camera parking firms exist merely to penalise people, not manage your parking.
Will you restore a little of my faith by saving us from being sued and cancelling the charge, given that there is little hope of independent appeal at POPLA (appeal stage) who will not and cannot consider mitigation relating to the reason for the time taken to shop? But the Store can and should be aware of their disastrous choice of time limit - or did Britannia make it up/make it a shorter time than first discussed, deliberately, so they could issue more PCNs?
(Then mention if you had an elderly person with you, or if it was very busy, etc).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
