We’re writing to let you know that activity on your account may not be following an important eBay policy that requires all transactions and payments to be completed on eBay. Offers to buy or sell outside of eBay aren't allowed. This includes displaying contact information or links in a listing except as allowed in the policy or required by law. 2. Select the checkbox for "Have your phone number" and type in your phone number.
3. Choose "Submit."
eBay also provides methods to personalize a transaction. For example, you can make a private offer to your buyer or set up your listings to invite best offers.
We encourage you to review the details of the policy to understand what you can and can’t do. During the next 3 days, please make sure your selling activities follow these guidelines. If you don't, your account(s) may be subject to a range of actions, including:

I don't use/understand ebay a lot. The guy asked for my phone number so we could discuss. Adresses/courier/further details etc. Am I supposed to spend ages typing all this stuff via a message on ebay ? There was no cost for the add (don't know how they make a profit out of that !)

That's the whole point, ebay don't charge private sellers for listing but do charge fees on sale- so if this person came and bought your car without going through ebay then ebay lose their fees (although usually car listings are chargeable so you might want to check). Cars are an odd thing as people do expect to see them before they buy- but that's why classified ads are there as you pay a fee upfrant and then are free to negotiate at will.
Straight listings for cars follow the usual requirements, you only exchange details and arrange couriers etc once the item is bought and ebay get their fees.
Now that you have a restriction you need to be very very careful and not put another foot wrong otherwise your account is at risk.Also, be very careful about deleting the listing, if you do that then ebay may consider that you did exchange details and have sold outside ebay and will attempt to charge you FVFs on the full listing cost.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. Try reading again, I've simplified it.

They make money on the final sale fee, you arranging deals outside ebay deny them that fee.
You have had your warning so remove all contact details from any listings unless your a business or risk being suspended or even banned.
Dont discuss contact details or prices in ebay messages. All the information for the product should be in the listing.
Guessing their trial will be buyer/seller contact each other and it must sell on ebay or feel the wrath as they charge you the full fees and then ban you.Censorship Reigns Supreme in Troll City...0 -

So if I was selling something for £50, what 'should' their fee/charge have been ? The only way for me to receive payment should be via Paypal then - yes ??

If I may sound like a school teacher I think you need to really read up on how to sell on eBay before you try again, perhaps even hang around these boards a while.
eBay allow private sellers basically to,list for free but charge a FVF which is usually 10% , so on a £50 sale your FVFs would have been £5.
PayPal must be offered on all categories except for vehicles, I don't think tyres are in an excepted category so yes PayPal must be offered.
It is however possible to offer other payment methods in some categories, if other payments were allowed you would have seen that when you listed. Bank transfers are fine in some categories but actually it is very rare for a buyer to use an unsafe payment method.
If you offer collection then be very mindful of the problems that can bring, have a read of this thread. I'm not clear whether you had a postage option or not or whether it was always collection only.

If buyer had wanted to buy the tyre then the buy it and then contact you to arrange collection. As per the post above. Final value fees are usually 10%.
You pay a final value fee to ebay on the sale.
You pay a further fee to Paypal if that is how the buyer pays. You have to offer Paypal as an option but the buyer can chose how to pay if you offer alternatives.
The bank transfer is no issue, but the buyer needed to 'commit' to buy first.
You cannot discuss anything apropos your contact details before the buyer has bought the item, (irrespective of whether they have paid or not).0
