Received a Traffic Obstruction Report...

Afternoon all,
So I've just moved in to a new place, its a busy street and there's no permit parking, technically anyone who parks on this street has to move there car within an hour otherwise they face getting a ticket, but giving this street is a residential street, I haven't seen anyone do that at all nor have I seen any wardens patrolling the area.
We are lucky enough to have a parking space in front of the flat and all businesses next door have spaces in front of the shops however there is no dropped kerb or double yellow lines outside so technically anyone can park in front and block me in or out.
Last night I got back about 3am from a long day, realised there were no spaces at all along the whole street and had two cars blocking the entrance to my drive, me being tired and thinking it would be okay, I carefully parked half way in front of another drive but made sure there was enough room for people to come and go. I know I could have called 101 but at 3am after a 20 hour day I wanted to go to sleep and sort it in the morning.
I woke up this morning to a tow truck outside, police officers and some angry business owners saying I blocked everyone from entering the drive. Luckily I was early enough that it wasn't towed, and both police officers were friendly (although one of them had a go at me for keeping my car parked for more than an hour, which I kindly told her to mention that to all other car owners on the same street). I had a PCN on my windshield but in that contained a TOR and they said its going to be about £300!? Which I thought was an absurd amount to pay. And to make it even worse one of the business owners stuck an angry notice on my car with strong parcel tape so now I have tape residue all over my windscreen.
I apologised to everyone and took the blame as I know its really my fault for even half blocking someones drive, something I mentioned to everyone present and explained that it seems like a free for all for parking on this street.
I want to know how much a fine like this could actually be and if anyone has had a similar issue in the past. Also I want to know if I have to pay for the tow truck drivers time even though he didn't tow anything.
Any help would be appreciated
