ECP Parking Charge - did not park

My Father in law has received a parking notice from Euro Car Parks citing that cameras recorded him entering the car park and leaving within 16 minutes. He did go into the car park but did not park and left.
The images just show two number plates with the time stamp typed underneath. Their notice says the signage is clearly displayed at the entrance and throughout the car park by which those who park in the car park agree to be bound.
I went to the car park and took some images, the one on the outside does not display tarifs and states that terms and conditions can be found inside, by which time you are already entered and therefore according to them bound by the terms. The one on the front does state "Camera Controlled. Terms and Conditions apply. See signage in car park for full details" as well as the car park opening times.
There is another sign about 10ft up a pole that is sideways on , and around 20ft left of you, as you pass it and not clearly visible. That sign does say that vehicle registration plates images of vehicles and users are being collected in order to Enforce terms and conditions, however its near impossible to see and so small from that distance I had to photograph it and zoom in to read it! Its also positioned in such a place that you would never look at it, as when you come into the entrance its very tight with a central metal barrier and at that point you would literally have to look backwards at the same time as negotiating that entrance.
Also, nothing mentions you having to pay for just going in and out, and the sign is not easily read from the car, some of the smaller text is so small I put a penny next to it and photographed it to show how small it was. Additionally the sign says ECP are acting "on behalf of the landlord" no name or anything.
I read the newbie thread with the blue writing on it, is there anything at this stage that should be added to that in order to appeal, because that one doesnt name the driver.
My father in law hates things like this and just wants to pay it to save the worry, but I think its unfair because he didnt park.
Can anyone help is it just ok to send the blue text given the above, or should I add anything to it.

use the blue text as is, no additions , appealing as KEEPER
download and read the BPA CoP regarding GRACE PERIODS (clause #13) , which in this case was 10 minutes maximum (10 minutes is considered the normal period for grace periods before enforcement, so somebody has ten minutes to enter, read the signs , and leave)
so in this case landowner authority , signage and POFA etc are the technicalities that may get it quashed0 -
A polite complaint to the landowner for cancellation is always worth a try.
If successful this will save a lot of stress.0 -

If he is that weak that he can't ignore debt letters if the POPLA appeal loses, use YOUR postal address for him instead.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
