Card processing fee on charge card

Quick Q which I can't find the answer to!

Can companies still charge fees for transactions on a charge card (not credit card) - can they even tell the difference between a credit and charge card?

Just purchased tickets from Ryanair (God help me).

Flight originating from outside UK so cost originally displayed in Euros.

Tried paying with my Transferwise account but wouldn't let me in Euros.

Thought I'd check different card types.

Amex (charge card) - would let me pay in other currencies which would be £118.51 in GBP

Ended up using Halifax Clarity which would only let me use GBP at £117.36

Assuming it's entirely legit, why is it? Because the "product" is outside UK?

    Cards can charge Forex fees and exchange rates will vary across the issuers.

    The merchant can't charge tender specific admin fees.

    Nothing written above implies any processing fee.
    If the Amex amount was to be debited in Euros then you would not have known the exact cost in GBP until it had been debited to the Amex account therefore the amount stated is only somebody's estimate.
    The Halifax Clarity charge was made using DCC and was quoted in GBP. Why it would not allow you to pay in Euros when it was permitted for Amex is unknown..

    When paying a non-sterling amount with a UK card it's often necessary to opt out of DCC offered by the merchant, to pay in the original currency and let your card do the conversion. Ryanair of course might make the option a little obscure....
