PCN-broken ticket machine

Good afternoon all, looking for some advice on my situation.
Once a month I use a pay and display Hotel car park.
When I got there last week the machine was out of order.
There was the option to pay via a mobile app but I didnt have my mobile with me.
I parked for 21 mins.
Today I received a PCN from Civil Enforcement.
Can I fight this and win??

if you wish to fight it, then read the NEWBIES FAQ sticky thread and appeal it as KEEPER using the blue text template (if you are the RK and it isnt a hire or lease or company vehicle)0 -
It is a company car, how does this change things0

then you read the advice at the BOTTOM of the first post of that NEWBIES thread, and the edna basher advice and posts in the links, because being a company or lease vehicle changes things for you as hirer/lessee/keeper of the vehicle (day to day keeper , ie:- it is not your name on the V5C)
if the PCN is in your name , then the company or hirer have named you as lessee or hirer of the vehicle (the day to day keeper)0 -
OK, spoke to the retail manager which own the car park yesterday who said they will get it cancelled.
Will my company receive a letter from Civil enforcement stating its been cancelled?0 -
I would email them to prod them to confirm it; you have their email on the PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
