Saw a friend so reluctantly pulled up on the pavement and double yellow lines in my van I wound down the window and opened door and a civil enforcement officer came around the corner. closed the door and started engine. She took a photo of my back reg only with her phone thing so I asked if I was getting a ticket? She said no that she was taking notes but I wasn't getting a ticket.
Will I get a ticket? Can I dispute it if so?

Do you think we would know any better than you? You were there, you spoke to the CEO. The only evidence we have is what you've said above, that the CEO said you weren't getting a ticket, so on that basis, it's a 'No' from me .....

I thought this site was for parking tickets? I didn't believe her as I worried they just say they aren't giving you a ticket to avoid confrontation at the time. But she didn't photo the front reg just back one maybe I am ok. I didnt get out of van0 -
In or out the vehicle, engine running or not makes no difference.
Loading and unloading or picking up dropping off is not parking where permitted, otherwise the vehicle was parked.
Your best bet is pepipoo.com as advised as they specialise in council and police motoring matters where we specialise in private parking charges here on MSE.
If you do get a ticket, post both sides of your redacted PCN on pepipoo with your query.
