PE ignore landowner request to cancel

Hi, Whilst dealing with another PCN via this forum, I picked up another one by failing to enter the correct reg of the new lease car I was driving whilst visiting a hotel.
I was working for the hotel and on entering was advised to log my vehicle. I made a mistake with letters out of sequence. I contacted the hotel and they have been very supportive by emailing PE requesting them to cancel.
I received a reminder 9 days later so Knowing your advice, I wrote, stating the fact that the hotel informed me of their request but pointing out that they had failed to provide documents required under POFA 13(2).
I contacted the hotel again and they told me to ignore PE.
I have now received a letter from PE rejecting my appeal (I never mentioned appeal) and giving a POPLA code. They never mentioned POFA only Beavis & Wardley regarding signage.
I have contacted the hotel again and they have said they have emailed PE again to get it cancelled.
I am unsure whether to proceed with POPLA or ignore them.
I cannot claim that I wasn’t driving as the hotel know why I was there.
Any thoughts?

proceed with POPLA before the 33 day deadline for popla is up, UNLESS the charge is cancelled beforehand
if PE followed POFA 2012, then it doesnt matter if you appeal as driver , because if they covered their bases on POFA then keeper issues are not the problem, they can hold the keeper liable anyway if they have followed POFA, meaning that a driver appeal is more plausible
ie:- only hide behind POFA if a PPC has failed POFA , otherwise dont bother hiding and come out as driver who knows what happened in the first person, as a witness0 -

DO NOT START POPLA YET, IF YOU HAVE TIME TO WAIT.
P/Eye will NOT cancel if you've already started POPLA, so slow down. Just email P/Eye and ask them to confirm it is cancelled:

... or log in to P/Eye's website and see if it's showing as zero. It will, if the Hotel asked.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you get a landowner cancellation, always, always get it in writing, or hard copy.
You will then need to tell the PPC that they do not have landowner authority to pursue this.
The lack of landowner authority should, in theory be a winning point with POPLA, the IAS will just reject regardless, but agian it should eb a winner should it go to courtFrom the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0
