Baillif for parking ticket

Help I have had notice from Debt collecting agency for a supposed parking fine in 2017. Sent to me in 2019 and told if I do not pay I have bailiffs coming to collect the money. How can I contest this.

    Perhaps re-read what you actually received? Was it Debt Recovery Plus?

    Was this in relation to a PARKING charge or a PENALTY charge? (Private car park or Council car park)?
