This is my first use of this forum - many thanks in anticipation.
Letter Before Claim Premier Park (PP) Legal 9 days remaining to reply
History
1 Driver miskeyed 2 digits of VRN but retained ticket at the ANPR Maritime Falmouth and Naively thought a simple appeal to PP and subsequently POPLA would suffice
2 Within 14 Days - Keeper received PCN advising £100 or £60 if paid within 14 days
3 RK Appealed online showing ticket PP Identifying D, A redacted VRN list obtained later shows the miskeyed VRN.
4 PP rejected appeal but offered £30 as per POPLA’s advise in their 2018 annual report re simple Keying Errors Pages 6 & 7 – Not possible to copy and paste text on this PDF
5 Waited 3 months because PP wanted identity of D,
6 POPLA code received by RK and D Appealed
7 POPLA Appeal Refused November D did not pay £100
8 D Quoting Hansard re Greg Knight’s Bill Wrote to MP the day after Appeal refusal– and the day of his final reply received demand for £170
9 D Wrote to Maritime museum Trustees – Sorry – but unable to help.
10 D wrote & Advised PP Legal D had already been Identified as the D at the outset and advised PP should not pursue RK
11 D receives LBC & starts looking around MSE PPPoo BPA Legal Beagles etc before settling with MSE
D Will do a SAR to get PP evidence as the Operators evidence is no longer downloadable from POPLA (although request to POPLA made) for validation of photo’s date for signage at the time of parking.

Questions:
A . which document / pictured sharing app is preferred
B. Would the DJ ruling on a Flipping Ticket as observed by Bargepole be equally applicable to a Miskeyed VRN? Ie A Ticket had been purchased

C. De Minimis
POPLA seem to think 0-O is de minimis and a couple of digits not?

B - I would think so, but there is also recent BPA and POPLA guidance about minor issues like miskeying , so look them up
C - see B above (so possibly yes but only a judge can decide , and they usually look at honesty, was the driver bilking or was it a genuine error that should not be troubling the courts ?)0 -
