Visa Debit card declined but showing as pending?

I want for a meal on Sunday & I paid by card which came back on the first attempt as declined. The second attempt it went through. I have checked my Barclays bank app & one of the payments has been taken as normal but the declined one is showing as a pending transaction & deducted from my available balance. will this eventually be refunded / cancelled or do I need to contact the bank or restaurant?

There is nothing to worry about here. As the first transaction was never authorised the money cannot be taken and hence there is nothing to refund. The "pending" transaction is merely your bank earmarking the funds from your available balance until it is subsequently authorised and processed - in your case the transaction was never authorised (since it was declined) so it will drop off in a few days and restore your available balance to the correct amount.
