    Have you checked the planning portal to see if any applications have been made recently ?

    For me the original size of the paddock plus the extra strip would;dn't make any difference as it's not big enough to change anything.
    I would say he wants a lot more than it's worth and unless could provide a rear access to yours then I wouldn't bother.

    If you did want to then check for any covenants on it ..For me due to the small size I wouldn't bother
