what to do about private pcn?

Someone received a private pcn for £100 - reduced to £60 from PCN Admin centre for parking on a private road beside a supermarket for "Not displaying a valid permit".
The road in question has no ground markings, no obvious parking signs and no ticket machine.
Upon receiving the letter it was later discovered there are signs on a building wall and fence which is set back from the road approx 6m that say "warning" in red letters and underneath in small writing it says you cannot park without a permit. The signs look more like warning signs about the building and land behind the fence. There is no way to tell from the road side that the signs relate to the parking without walking right up to the signs.
A fews days ago, 28 days after the PCN letter was a letter from ZZPS requesting £170.
It has been seen elsewhere on other websites to ignore such letters, especially where signage is not clear.
However, some posts on this site suggests not to pay but not to ignore. What should be done in such circumstances?
The 28 day appeal time has passed now and there is no appeal option on their website. What's the advice? Appeal via email?

Does it matter if the 28 day period the letter says the appeal needs to be made by has passed?
The parking occurred late dec, the first letter from PCN Admin arrived mid feb, the 2nd letter from ZZPS arrived a few days ago.
Is advice still to appeal to PCN Admin?0 -
Seems like the website doesn't allow appealing any more - maybe it was removed after the 28 days - but the letter has option to send appeal by email.0

Post #2 already tells you where the advice is for each stage, and your stage is covered by the 4th post of the NEWBIES thread about ignoring debt collectors.
You made your ignoring bed, so carry on lying in it and come back and consult post #2 of the NEWBIES thread, if later on, you need to defend a court claim (we win them too). Keep all letters and tell them for SIX YEARS if you move house, just in case, as small claims can be started within that period, by anyone for anything.
No paying it for an easy life.

I read the bit on ignoring the debt collectors letter.
I'm not sure what to do next?
Should I still send the appeal letter to their email address even though the 28 days has passed?

you learn to sit on your hands and wait for an LoC and/or an MCOL to come in the post within 6 years , meanwhile completely IGNORING debt collector letters
so sometimes doing nothing is the best option, because as CM said, you made your bed, so lie in it0 -
