Electricity supply for Empty property
I have a residential property that has been vacant since August 2018 and is for sale. Electricity usage has been almost zero. I have never had a bill and didn't know who was the electricity supplier since my tenants vacated. I have now received a bill from OutfoxtheMarket addressed to the estate agent with estimated usage and 0.21p per day standing charge. Obviously an accurate reading will negate the electricity usage, but they still want to charge me the standing charge. Had I received notification and been made aware of the tariff and who was supplying the property, I would have switched to a supplier with low or zero standing charge and high kwh rate. As they have never written to me personally to advise any information can they enforce the standing charge?

Yes they can enforce the charges.
It is up to you to find out who the supplier was.

You are a landlord and did not know to find out and notify the utility company when your Tenant moved out?
Readings should have been supplied by you on that day and account put in your name.

Get the gas electric into your name then switch.
