Ticket at POPLA stage - advice needed

Hello all
I have fastidiously avoided starting a new thread and have followed your "sticky" advice to the letter. With a private parking ticket generated owing to non-permit parking on the Blackheath Cator Estate (visiting a friend who lives there where I had always previously left a note on the dashboard) on 22/01/2019, then appealed on 15/02/2019.
In that appeal, as per your advice I said specifically that I would not accept email from then on, but –!lo and behold –!I had a rejection via email PDF.
That letter, from Gemini Parking Solutions Ltd, is in my Dropbox here: https://www.dropbox.com/s/fnywolppqwoojds/appeal-reply-1465563%3Dblackedout.pdf?dl=0. It contains a POPLA code, blacked out.
My question is: should I put in the POPLA appeal? I did say that I would not respond to anything other than in the post. So far, nothing has come. No duplicate of this PDF, and certainly no NTK.
By my reckoning, I have until 26 of this month to send an appeal to POPLA. Obviously, if I do so, I'll be working from https://forums.moneysavingexpert.com/discussion/comment/71489034#Comment_71489034 but I'd appreciate any advice about the above, and indeed what I was sent by email.

Whatever you decide, make a fuss, complain to your MP.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. It received The Royal Assent today.You never know how far you can go until you go too far.0 -
That thread is from 2016 and moved on since then, I would look at the POPLA decisions thread for more recent successful appeals which relate to your case. For example the reply from Gemini mentions GPEOL which I assume you were looking at an old thread in your initial appeal, the current sticky doesn't mention GPEOL?0

Send the PPC a SAR to get hold of any documents/information they hold about you and the vehicle involved at the parking event send them a copy of the vehicle's V5C (logbook) to prove your authenticity.

Like what?
You can either accept advice as given, or do your own thing. We do not give advice that knowingly puts you in any position of disadvantage. You seem to be querying everything. There is nothing on the V5 that will tell them more about you.
They are entitled to get keeper details from the DVLA which is all they need. Apart from the name and address and VRN, there is no info that would be of interest0
