Slightly complicated PCN Help!

So I recieved a PCN from my local council for driving in a bus lane. I appealed this via their webform well within the 28 days notice I was given. To be honest I didn't think my appeal had much weight but I thought I'd give it a go as I wouldn't have any more to pay if I lost. My reasoning was that there was roadworks going on and the bus only sign was covered by the roadwork signage. I only realised I was in a bus lane when it was too late to reverse out.
About two months later I get a letter saying as they had not had any appeals or payments from me the fine is now doubled!
I phone the council striaght away and they told me they had suffered a computer glitch around the time of my appeal and that if I sent them an email with my appeal details they would treat it as a fresh appeal. I did this straight away.
Another two months later I then get an email from them saying as I hadn't appealed in time they can't do anymore for me. I've checked online and the fine is now triple what is was originally!!
Is there anything I can do here? I understand that I was in the wrong (eventhough I was genuinely unaware) and would be happy to pay the original fine but why should I now pay triple for a mistake at their end?
Has anyone come across a situation like this before?

We don't deal with bus lane tickets, we deal with private parking tickets here, so PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a gmail account instead if you do have trouble registering) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
