HMRC Charging Fees for Credit Cards?

I've noticed when paying employer tax's to the HMRC there are a number of options (of which a lot appear to be credit cards) that have fees associated with them. I was under the impression that there was a ruling from the EU that came in to effect on Saturday the 13th January to ban these kind of fees?
I wondered whether this doesn't apply to 'business' customers or cards?

Those are all business cards, where fees are still allowed.0

In addition to the surcharging issue, there is also the potential for HMRC's processing bank to process such transactions as 'cash' which might then introduce the spectre of cash handling fees. I've never paid HMRC with a credit card, so don't know how they treat such transactions.0
