Speeding Ticket From France

Speeding ticket from France
I have received two speeding fines from France on Thursday 14th March 2019. They are dated 4th September and 29th September 2018, so it is now more than 5 months on from when these incidents happened.
I believe that a ticket from anywhere, including France or other EU countries, have to be received within 14 days of the alleged offence?
Can someone tell me if this is correct please? Each fine is 45 Euros so I am inclined to pay them and discontinue the hassle.
Apparently the speed limit of 90kmh has dropped to 80kmh on most French roads and I was not aware of this change in the law. It seems that the French authorities are raking in millions of Euros from this change and even the French are being caught out by this alteration of the speed limit on many of their roads, though it has been widely publicised.
Thanks for any advice given in advance.

Take this over to PePiPoo as we deal with private parking tickets issued in the UK. Please note that a HOTMAIL address will not work for registration purposes.
