Last Sep 2018 the keeper of the car parked in the private car park of a church in Welling to jump to a cash machine on the street opposite. He was not aware that there was cameras in the church car park that took a pic of the car. He got letter from Civil Enforcement LTD regarding the penalty which he ignored, that got moved to ZZPS which is a debt collection agency which he also ignored. Now the matter got passed from ZZPS to QDR Solicitors who sent him a letter asking him to make a payment and in case he does they will pass this to their Litigation department to look to obtain a CCJ against him.

In this case would Template appeal for BPA or IPC members from the Newbies thread suffice and if so who do does he send it to? QDR or ZZPS or Civil Enforcement LTD? If not what course of action does he take at this point?

Many thanks

You would be well advised to edit your post so that it cannot be identified who was driving - you should talk in terms of the KEEPER and DRIVER, not me/myself/I etc. The PPCs do come onto the boards.

You have missed the opportunity to appeal - this should have been when CEL sent the original NTK. You can chance your arm at an appeal (using the NEWBIES template) but don't expect anything to happen with it.

You are currently at the ignore the ZZPS letters stage (NEWBIES thread, post 4). However, you should familiarise yourself with post 2 of the NEWBIES thread to see what a Letter Before Claim looks like - you'll need to come back here at that point, as that DOES require action on your part.

It's gone well past an appeal to POPLA. Yes CEL are scam members of the BPA.

You were right to Ignore ZZPS, who are known money scammers and simply cannot do anything. POWERLESS

QDR are a cheapo low life legal run by the shamed Weight Hassall solicitors. You are dealing with a bunch of scammers.

Does the QDR letter ask you to pay ZZPS ????

If QDR want to take it further then they must abide by the law and that means they will send a LBC (LETTER BEFORE CLAIM.
This letter will give you proof of their claim plus proof of their costs.
They must also give you 30 days to respond

They cannot "look to obtain a CCJ" ???? The idiots forget to tell you, that is job for a judge and NOT some tinpot legal and a sewer living debt collector
