Windscreen for hire car

Dear all,
Your kind help required.
I received a windscreen PCN by UKCPM on a hire car.
Having read the threads I realise I must write to them asap (unfortunately I have already delayed near the 21 days).
I had 2 questions mainly:
1. Should I write as keeper / hirer or else?
2. CM has advised to send by 1st class post but I am concerned this may not arrive in time, is there a reason not to use courier service?
Thanks

Looks like it's C-m's first response in this thread that you're going by:
https://forums.moneysavingexpert.com/discussion/5863086/ipc-ticket-hire-car&highlight=ukcpm+hire+car
And the clear advice there is to write simply as 'keeper' which is what hirers are - 'day to day keepers'.
All I can say is I'd ask the same question about method of posting. Exactly when was windscreen PCN received? Maybe email is an option ... or do UKCPM still not have an email option? I'm bumping up by replying so hopefully C-m or other more clued-up regulars will have an answer.0 -
The general rule is:
Never ever use any form of post that requires a signature when writing to a parking company.
All that does is allow them to refuse delivery.
Proof of non-delivery is not quite what you want.
Use standard 1st class and get a free Certificate of Posting from the Post Office counter.
The item is deemed delivered two working days later.
Of course you may suffer similarly if a couriered package requires a signature upon receipt.0 -

A complete waste of money. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
