This came up when logged in to online banking HSBC - could be with other VISA cards as well.
Use your HSBC card to make a purchase of at least £25 in the period 15th March to April 14th and get an entry for every purchase.
DON'T GO AND BUY JUST TO GET ENTRIES, SIMPLY DO YOUR NORMAL SHOPPING AS USUAL and you will get entries.
There was a button on online banking which needs to be pressed to ensure your purchases gain entries.
According to the T&C's there is also a button in one of their emails
Terms and Conditions
Entry to the Prize Draw requires registration via the link in official HSBC emails associated with the draw between 15 March and 14 April 2019 (the Promotional Period), following which each qualifying transaction (exclusions apply) of £25 or more using an HSBC Visa Debit Card and/or each qualifying transaction of any amount using an HSBC Visa Credit Card during the Promotional Period will result in one automatic entry to the draw.
Ten main prize winners will be drawn at random and notified by 10 May 2019 of their prize consisting in each case of a two-night trip to France for two people including return flights, hotel accommodation and tickets to the FIFA Women’s World Cup™ match on 9 June 2019.

Was a popup when logged in to internet banking.
Also - yes, agreed £25 is over the limit BUT I've now edited original post to highlight the bit about the £250 -

Well, I managed to enter and I also got an email a couple of days after inviting me to enter.
This could be the reason why:
The OH also has an HSBC account but did not get the popup nor the email - could be that as I don't use my account much I got the popup and email as an incentive to use it more while OH uses the account a lot so does not need any incentive to use it.0
