I agree that this is the most likely cause.
Digital cameras record an image and then character recognition software interprets the squiggles as numbers and letters. A shadow, a smudge, a reflection, a spec of dirt or insect on the camera lense will all cause this sort of thing.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. It has cleared Parliament and hopefully, this will become law shortly.You never know how far you can go until you go too far.0 -

I am indeed beginning to feel outrage at such a wrong accusation whereas before the support from this Forum I was really worried. Coincidentally today I WAS at my recently-built acute hospital. Thanks to very successful lobbying at time of building, proposed parking charges didn’t go ahead. Our only parking concerns are shortage of spaces - I didn’t realise quite how lucky we are!
Tomorrow - Monday - is going to be busy, starting with visit to the police. Yours, and others’ advice, is much appreciated.0 -

Pop along there at 7am and check the incidence of four cars arriving, just one leaving 5 minutes later, then at 6pm, just one arriving, four leaving 5 minutes later. Thanks to post prompts I remembered about my neighbour’s security camera. It covers my drive and frontage too (with my agreement) and film. Is dated and timed. So I put this at the end of my outraged appeal. Just had word notice is cancelled. No apology, no explanation of course. I have complained to DVLA. I did visit police and will write as suggested to MP as lots of people don’t have the lucky benefit of my neighbour’s technology. Shows the stress though, when you can’t even think of the obvious. And yes, to last post, our local hospital car park is misused due to no charges.0
