I know you get ads when you install apps, but I must have done something wrong. I thought I had turned ad personalisation off, then back on, but I am still getting random full screen ads. I could be watching bbc iplayer, and suddenly, an ad pops up. I have a Samsung A5 2017, running Android 8. Can anyone tell me how to get rid of these pop ups.

I did think it was an app, so I uninstalled it, but that hasn't worked. I'll clear browser history as you say, see if that helps. Don't want to do a factory reset, and have to mess about with all my contacts.0

If your phone is rooted install AdAway. It's a great little ad-blocker that stops you seeing adverts in apps and on websites.
