Then write to the LL saying you will not agree to any deduction until he sends you a copy of the signed check-in report.

If he's got it, and it supports his claim, he'll send it.
If he's got it, and it does not support his claim, he probably won't, but may drop his claim.
If he hasn't got it, he may drop his claim.
