British Gas Home Care Boiler Insurance

Got a Renewal for my Boiler Insurance from British Gas HC1. The renewal price was £246.29, last year my premium was £210.
I decided that this was too big a price hike so went to your website for advice.
I was directed to USwitch and found a HC2 product from British Gas for around £147 per annum.
I signed up for it and was accepted and have a confirmation email from British Gas saying I'm covered.
Less than 48 hours later I received a cryptic email from British Gas telling me that they were taking no action to upgrade my plan and to call them if I had any questions.
I called and was shocked to hear that British Gas were telling me that they are not allowing me to have cover and that I will have to wait 3 months before I apply.
Is this legal.
Does the acceptance email constitute a contract?
The email says that:
"You're covered from now if you have given us valid bank details and we're not renewing anything for you at the moment"

Stay away from this company is my personal advice,We had a boiler serviced in Dec with them,cut a long story short they missed perished seals ended up with a gas and carbon monoxide leak.0
