Development Site Problems

Sorry if this is the wrong forum for this topic, I'm a first time poster here.
Just recently I have found out after living in our new build house for 21 months, that the developer of the site has moved onto developing in a new location under a new company name.
In the development process they managed to get away with placing smaller sewer pipes than regulation. This has caused a lot of problems for the residents and has apparently made the road/water service refuse to accept the roads to be finished.
I'd love some advice on who / which governing body I should be looking to contact?

Can you contact the relevant sewerage service and ask what the next step is, if they will not adopt the roads/sewerage?
Local paper might be useful to make potential buyers of the new houses aware.0 -

Firstly are you sure that the sewers that you're complaining about have been put up for adoption ? The developer may not have even put them up for adoption so if that's the case then the water company, who will have been party to the S104 agreement, won't even be interested.
Secondly what pipes are you talking about ? Foul & surface water sewers have different diameter pipes and even then there are differences within the two types.
As far as I know the S38 (which is what has to be signed by the Council) is totally different to the issue with the sewers being adopted so are you sure that the issue is with the pipes and not the road layout etc?0 -
I presume this new development you mention isn't relevant to your problem.
What were you told when you bought the property? What did your contract say?0 -

Do you mean sewerage and drainage systems as water authorities do not usually adopt roads?
Some councils have stopped adopting roads etc on new developments, so it may be worth contacting your council to ascertain their current policy.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
