Ask the freeholder what the legal basis is for them not contributing to maintenance? They live in the same building as you so knock on the door! If there is a legal basis for it, then unfortunately it doesn't matter that it doesn't seem fair.0

It is quite possible that flat that has the freehold doesn't have a lease, there is no legal requirement for them to, although its not best practice. It sounds like the building was subdivided by someone who owned the whole building, they sold of 3 of the 4 flats created and lived in the 4th. One flat holding the freehold of a property converted into flats is not unusual at all, but very common indeed. Especially in cities such as London, where for many people, buying a flat is quite the norm as most houses are in the suburbs & many people prefer to be closer to everything the city has to offer.The bigger the bargain, the better I feel.
