    My friend lives in a very short cul-de-sac just off the town centre, and a prime target for selfish parking. She and her neighbours got together and petitioned the council for residents only parking. OK, it costs them £30 a year for a permit if they want one for visitors, but after the initial period of a lot of parking tickets being issued, it's put a stop to the blocking of the road and driveways.

    if any part of his wheel arch is over the dropped kerb (the Householder)can contact the local enforcement authority and have code27 enforced. Have thier reporting number on speed dial call them immedicately and also take pictures yourself of every instance..
    2 if parked on the kerb again contact enforcement for eac and every instance and again take pictures.
    3 if causing an obstruction to the road call the police local neighborhood team or non emergency and report it and take pictures of the obstruction asking for advice and assistance. keep reference numbers



    When you have a few pictures of the same van. and it has not been ticketed contact your local authority and ask to speak to the Anti Social Behavior team and seek an ASB order against the driver (you can also pursue this independantly)


    If after a few (look at local standard for area) reports in 6 months to Police or Authority without response you can request a asb Community Trigger - Sorry not able to load link but look up asbhelp.co.uk/community-trigger-anti-social-behaviour-crime-policing-act-2014



    And/or speak to them and ask them politely not to park inconsiderately.

    I've seen this work, BUT I've also heard that the permit prices are an easy target for revenue raising. That's the downsides of the permit system, the households can get trapped into what can become expensive schemes. It's why permit schemes are usually a last resort.

    What has the wheel arch got to do with anything?

    It’s not the position of the wheel that determines whether there’s an obstruction, it’s the large chunk of the vehicle which sticks out beyond the wheel.

    If you get absolutely nowhere then how about a fake parking ticket.

    It wont solve the problem but it might make you feel better to know his heart will sink when he first sees it.
