Why does Android update need access to the phone?

Indeed they are; I didn't think to tap those three dots for the drop down list! However I unchecked it but it still asked me to do it over Wi-Fi so I restarted the phone, but there is no change. I've been into the settings again and it hasn't rechecked itself. To be honest, I would just nip along to a coffee shop or food outlet that offers free wifi, download the update and enjoy a snack while you sit back and wait.0

What he is trying to say is that to update android it needs permission to make and receive calls but a tablet wouldn't be able to make calls and still can be updated so it shouldn't be needed when updating a phone.

Now it makes sense ... there's no way I would have interpreted that from the contents of the OP.
If that is indeed what was being referred to, a tablet with a SIM card (able to make calls) would surely ask for the same permissions? i.e. Android determines the features of the device and then requests the permissions needed to enable the device to function after the upgrade.0
