Could you can play these companies at their own game by sending them an invoice for an admin fee for answering their enquiry. On reciept of their invoice, on car or by post, send them a letter with YOUR OWN invoice for, a 'reasonable admin fee of £85' (as suggested by a judge in court), for having to reply to their correspondence. Agree to pay their invoice on reciept of the amount you have invoiced them, ie. £85 and inform them that any further correspondence, from them, would inccur an additional admin fee of £85 should they wish you to reply. This is to be paid before your reply can be sent to them.
As you have agreed to pay their invoice, surely, they couldn't take you to court for non payment on the grounds that you have conditionally agreed to pay. This is putting the ball back in their court. If they pay you, you agree to pay them! Would this stand up in court if you refused to pay them, before they pay you?

Highly unlikely, and this has been done to death over the years in various threads.
There was one success that I recall the Parking Prankster blogged about years ago, where a person sued the PPC and they didn't defend.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
