Parking ticket - discount

A relative received a parking ticket for parking next to a lowered pavement and received a letter in the post.
He said that there was no ticket on the windscreen, so the full £70 has to be paid.
Can this be appealed? These discounts always seem unfair to me, £35 for paying promptly is over-kill.

You may get a better response if you post this in the "Parking Tickets" sub-forum. But before any advice can be offered, a couple of quick questions :
Where did this happen (England, Wales, NI or Scotland, the rules are different). Second, is this a "real" ticket from the Police or local council, or is it an "invoice" from a private parking company ?0 -
If this is a private ticket, please read the Newbies Sticky in the Parking Tickets subform - that explains what you need to do now.
"Discount" periods are just a joke though - don't be taken-in!
If it is legit/council however, take this over to the Pepipoo forum - sign up with something other than a hotmail addy and be prepared to provide all the info they ask for (without personal details of course).0 -

Given the amounts involved £35 and £70 and reference to a dropped kerb, I'd hazard a guess we are talking Council.0

As someone who often needs to use dropped kerbs to cross roads but continually finds them blocked, I'm glad to see someone being penalised and glad that in this case, it looks as if they might have to pay the full penalty.0
