cost of metro bank currency conversation instead of paypal?

i wanted to paypal gift someone in Russia in u.s. dollars.
on the pp send money page it gave option for pp to do currency conversion or my bank to convert.
bank told me it would be £25 flat fee, then 2nd time told me it would be 2.99% as outside Europe.
but they're not doing the transferring outside Europe(pp is)just converting to dollars which is stated as being free on their website.
is paypal regarded as outside Europe(if its a pp outside Europe)?
anyone know what the actual fee would be it i used bank to currency convert?

Metro Bank do not charge a fee or add a margin on the MasterCard exchange rate for payments using their debit card in SEPA countries and currencies.
This does not include USD, regardless of where the payment is taken. So there will be a fee or an exchange rate markup (or both) to pay USD to PayPal from your GBP account.
It's not clear if you will fund PayPal directly from your account or with the debit card.Evolution, not revolution0 -

There's a non-sterling transaction fee of 2.75% for payment in non-European currencies.
To avoid that you can open a Starling Bank or Monzo account on your phone, their cards have no such fees but you have to wait a day or two for card delivery.Evolution, not revolution0 -
ah great so i only paid £1.40 extra with pp so no big deal. i was just curious for future reference tbh.
