The other important point with Railway Byelaws is that the Driver has primacy on accountability, the Owner “May” be held accountable, but the Keeper seems not to fall under this at all.

My presumption is that if the vehicle in question is on finance (HP/PCP or lease) then the driver is unknown, the Owner who “may” be criminally liable is the finance company and the keeper cannot be prosecuted for any so called criminal offence.

I wonder if part of the email ping-pong would be to refer Indigo to the owners (finance company). I can only imagine the paperwork that would create!

yes and the stupid finance co would pay up and bill you , the system in play works fine , dont break it

On 18th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
