No, that's not the wording you saw in para 9 of the POFA...and it can't be spread across two letters.
Only the first letter is the NTK and it must comply with for example, 9(2)f.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Oh, I see what you mean. I have rechecked, and unfortunately, they have mentioned 9(2)f.
They have almost copied it word for word.
In the event that my complaints to the retailers get no where, where do you think I should start for the Popla? I would have used the GPEOL, but since that doesn't work anymore, I am unsure where to begin. (I am worried about the 28 days to write the POPLA appeal)

No. But if there is no help from the retailer, then you will need to have appeal points for POPLA. Not having the correct means to pay is a loser.
Read some examples from POPLA DECISIONS that have won. Certainly send in your own sign photos. Major on the changes to the app payment company. You might stand a chance on that point if you can major on it.

Commence at the NEWBIES FAQ sticky, post #3, which will provide you a number of ready-written POPLA appeal points. Start with those (suitably tweaked where necessary to reflect your parking event) as your base. Build around them with anything further you feel should be considered. Let us see draft before submitting.

Hi all,
I know that this has been buried under a lot of new threads, but I thought I would post an update for anyone who might be interested.
I spoke to the landowner and tried to get them to help cancel the parking charge, but they were having none of it, the lady said that they have to pay a surcharge to cancel the charge and they were not interested as they stated I was at fault. I gave up after that.
I started reading through the popla appeal stage advice from the newbies thread over and over again to try and write my appeal. I followed the steps and I used this winning appeal as a template:THAT IS WHAT A WINNING POPLA APPEAL CAN LOOK LIKE, VERY LONG AND WITH IMAGES.
Another one, 26 pages long, with pictures - this won, Smart Parking gave up:

Parking Charge Limited sent their evidence pack and after reading through it, I quietly felt confident as they didn't address any of the points I raised in the appeal and they referenced a lot of documents which they stated were attached at the end, but they must have forgotten to do it.. I gave my comments and waited.
POPLA came back to me with a decision on 22nd May, and they ruled in my favour! The key winning point was that they agreed on my point that the company had no evidence of landowner authority to issue PCNs!
Thank you all so much for helping me. A massive thanks to Coupon-mad for their guide, and also to the person who wrote the winning template above!

If you're up for exacting some revenge/pain on the PPC, please complain/write to the following:
1. DVLA.
Ask the DVLA to stop providing keeper details to the PPC for that particular site in view of the POPLA statement that they have no authority to operate on this land.
2. BPA.
Ask the BPA to confirm they will be issuing sanction points to the PPC in view of the POPLA statement.
Copy your POPLA decision, emphasise the statement that no authorisation exists, to both the DVLA and the BPA.
Well done on your successful appeal by the way. Please let us know what the outcomes of your complaints are.
It's imperative we stop these outfits in their tracks if they are flouting requirements placed on them by the BPA/DVLA/PoFA, in order to fleece the general public and profit from their misfortune - without prodding, neither the BPA nor DVLA will do tap!
