Water dripping down joists in loft and coming through ceiling

I wonder if any one can help me.I live in a fairly new build house. House was built 9 years ago. I have lived in house since it was finished being built. I rent house.

About 2 years ago I started noticing damp patches on ceiling in my bedroom and my daughter's bedroom, and black mould. I went up in to loft to see if I could find source of problem and noticed water running down roof joist also roof lining between joists was wet and all the insulation below was wet.

There is no water tank in loft but we do have a solar panel on roof for hot water. It is the type with pipes running through it and there is just this small pump thing in loft. I have checked around it and the pump thing is not leaking it seams dry. And don't think solar panel it's self is leaking.

So I assumed it must be roof leaking as is worse when rains. Contacted housing association to in form them. They kept promising to send some one out to look at roof but no one came. I kept contacting them and sending pictures.

Eventually 2 months ago they finally sent a roofer out to have a look. They were rather rude to me just had a very quick look and replaced one roof tile. I insisted they inspected roof fully. They had another look and said seal around solar panel had gone. And needs replacing. But then said that you can't get that seal any more. They said they put some sealent around solar panel and said that should fix problem for now but that they would let housing association know.

Neither replacing tile or the sealent fixed problem. Water is still dripping down roof joists/rafters alot. And its still coming through ceiling in to bedrooms. I dont know what to do. I've had to put pots and buckets in bedrooms as some times when it rains really bad it drips from ceiling.
Our furniture and even cloths have got damaged by brown water stains. From the water dripping through.

We have had to remove everything from affected side of rooms.

I'm sure it's the roof leaking, I don't want to sound stupid but how do you tell differents between condensation and a leak.
I'm going to post some photos one is of ceiling where damp is coming through. The others are pictures from loft damp and water dripping.

I have contacted housing association again and they are not being helpful so don't know what to do. I have sent them more pictures.

I would appreciate any ones advice on what they think and suggestions on how I can find out exactly where leak is coming from if is a leak.
