Did you bother to read the article that you linked to?
goo.gl URL Shortener – March 30th, 2019
While the other products on this list are certainly more well-known by consumers, a Google tool that’s been popular on the web is goo.gl. Google’s URL shortener has been a popular, simple !!!!!! alternative for years now. On March 30th, though, it’ll be shut down.
Google kicked off the process of shutting down its URL shortener back in 2018, cutting off new users last April. On March 30th, it closes for everyone. Links that have already been created will continue to function, but statistics won’t be visible anymore and users won’t be able to create new links either. At the time of writing, you can’t even sign into goo.gl from the web.0 -
I always thought of these URL shorteners as the cancer of the Internet. There is no real use of it outside Twitter, where there a character limit per message.
Behind these short urls could be anything - viruses, malware etc. ...0 -

Some magazines can use them as it's easier to type something like "t inyurl.com/google" (or whatever) to get to an article or reference referred to in a magazine (plus it saves space in the magazine as well).
So they are not unique to Twitter.0 -
I used Google Url Shortener for years, so this is a shame. But I now use !!!!!! - its pretty good and you get stats0

As a teacher I used to shorten links so a whole class could write them down off the board.
By the way. You can't get viruses etc just from VISTING a web page ok if an executable file starts downloading DON'T open it and you're good
By the way. Anyone wanting to mis direct you with a link, doesn't need to use a short one https://www.DeadSecureTrustedWebsite.com would work just as wellI always thought of these URL shorteners as the cancer of the Internet.
