Any right to redress?

Dear Forum,

Following on from my appeal in this thread:

https://forums.moneysavingexpert.com/discussion/5921420/max-stay-0-hrs-0-mins

I have recieved my POPLA decision - unsuccessful: "The appellant has not provided any grounds of appeal". This appears to be due to a technical problem where my case wasn't uploaded to the portal ("The appellant has advised that he has uploaded a PDF with his grounds of appeal. However, after checking the case, this document has not been uploaded"), and therefore my case wasn't considered. I was never made aware of this ridiculous technical lapse, and therefore had no chance to rectify this.

Surely this decision cannot be valid if my case wasn't even heard? Anyone aware of any right of redress?

This highlights that the POPLA online appeal system isn't fit for purpose as you cannot verify that your appeal has been received correctly. There is no way of viewing your appeal after submitting it (at least there wasn't when I last used the system).

    complain to your MP.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. It has cleared Parliament and hopefully, this will become law shortly.
You never know how far you can go until you go too far.

You need to ask this on your own thread.

Clearly you start by complaining by email to POPLA and demanding a thorough technical and data search & investigation, to find out why a PDF uploaded, was 'lost' and where it went, and what went wrong with the system.

Please let this thread die. Continue on ONE thread, please.
