Shared fence replacement

We've got home from holiday to find our rear fence has blown down in the wind, this one is apparently shared with the neighbour behind and they've put a note through the door asking for a chat about replacing it.
I've had a look at it and can see the issue - neighbours have piled rubbish all along the base of the panels and they've rotted an come apart. The posts are wooden but Sat in metal bases and are completely unaffected.
4 new panels run a total of £130 and it isn't a long job to replace them.
Neighbour instead wants to remove the posts and replace with concrete and get it done by the person who did her side fence so it matches. I can't afford to pay for half of this and frankly don't see why I should have to (the replacement panels I mentioned are matches to what she already has).
Would she have any claim against me for half the total cost if she just books this guy anyway? Alternatively if I just ordered and fitted the replacement panels would she be able to do anything?

Why not have a word with the neighbor and explain that you are not made of money but are willing to pay half the cost of the basic repairs £130 divided by 2 £65 plus a bit towards fitting.IF they want to put extra concrete posts in then that is down to them and tell them that if they are prepared to pay for these then you have no objection,keep it civil if you can,if you fall out it makes life so hard.0

No they can't just book the guy and then ask you for the half the money without your prior agreement.
I would offer to pay for half the cost of the new panels and let them pay the cost of changing the posts if they want to.0
