euro car parks and blue badge

hi we regularly (at least once a month) park in the Jerome retail park which is pay and display. you enter your number plate and the first 90 mins is free, £1 for the next half hour then a further £1 for every hour after that.
recently I got a blue badge so my daughter went and read the sighn to see if we still had to pay. it says no consessions for blue badge and ba valid badge must be displayed.


I took this as there were no fees for blue badge holders just that a valid badge had to be displayed so we didn't get a ticket and just displayed the badge . I have now received a pcn asking for £70 because we didn't buy a ticket. can you tell me where I stand on this and ho to go about it please as I suffer with depression and anxiety and get fuddled realy easily.


also the day the pcn came through we had used the car park a second time in the same manner so now I will receive a second fine which could have been avoided had they sent the pcn sooner. thank you

    Well you now need to read the newbies thread to see how to handle this, obviously that charge is totally out of proportion to the mistake made, in most people's view.


    You are dealing with greedy scammers, use the appeal as posted in the newbies thread on page one.


    However I just don't know how "no consessions (sic) for blue badge" can be misconstrued as no charges!

    Clearly that means you had to pay. NO CONCESSIONS. Blue Badges are there for allowing ease of access, not for free parking, albeit there is a decent argument that BB holders should get longer 'free' than able bodied people.

    I can understand people not understanding the words 'no concessions' if English is not their first language, though.

    Anyway, you have not got a fine and you do not have to pay it.

    If this is a retail car park, go and complain to the Store Manager(s) that the sign is easy to misunderstand. Wait till you have both PCNs if you think a second one is coming - take them in and stand at the CS desk and make sure you speak to the Store Manager, NOT the person on the desk who will fob you off.

    Otherwise, not sure what else you need to know, given that appeals are fully covered in NEWBIES PLEASE READ THESE FAQS FIRST, top of the forum where you started.

    It does not need to, "no concessions" means that there is ni free parking. Is English your first language?

    What BB holders are entitled to in law is "reasonable adjustments" to take account of their "protected characteristics", it is all explained here.

    Unless they have failed to clear the many hurdles they are required to under POFA, you are in breach of contract. All the things they must do are clearly set out in the stickies.

  • I take the wording above to be , everyone pays , but if you have a blue badge , you can use disabled space , providing badge is displayed
  • thanks for pointing out that im an idiot! I am a new bb holder and last time I went in a pay and display the sign clearly said "Fees still apply" so that's what I was looking for and made the mistake of think concession was another word for FEE and thought the way I did.that there was no fee. your very quick to judge , just because my first language is English wont mean I know and understand the meaning of every English word. im not well educated and as I said I get fuddled easily as I suffer with fibromyalgia which confuses my brain and depression and anxiety which also affects my thinking. you've all made me feel really welcome!

    Hold on. All people here have done is point out where you went wrong. You have now managed to pi** off the regulars who could help you, so don't be surprised if you don't get any further help from the very people who might have been able to construct an appeal that might have saved you the charge. Bad move.
  • im sorry but all people did was point out that I should of known what it meant because I am English. there were only a couple of people who didn't point it out. im sorry if I caused offence but all I wanted was some advice. if I can figure out how to close this down and remove myself I will.
