time taken from incident to sending notice

Hi, sorry if this has been answered before but I honestly couldn't find it here. I received a PCN from NCP this morning for a 'Date of Incident' of 19/02/2019 and a 'Date of sending this Notice' of 07/03/2019 and I'm wondering if I can appeal because it's over the 14 days?

yes, but just use the blue text template in the NEWBIES sticky thread post #1, appealing as KEEPER, not as driver
no blabbing about who was driving, especially in this case
NCP had to get the pcn to you by day 15 if they wish for POFA to apply, so if no windscreen ticket was issued on the day, they have failed POFA (what we call a golden ticket)
this means a keeper isnt liable and it doesnt matter what a driver did or didnt do
a POFA failure means a keeper appeal will win, if worded correctly
so use the template in blue , no alterations, and choose KEEPER, nothing else0 -
Thx for this, I see from the blue template there's no mention of exceeding the 14 days so how do I refer to this (if at all) as the reason I'm telling them to sod-off?0

I notice that your Notice To Keeper (NTK) has failed to follow the Protection Of Freedoms Act (POFA) 2012 because it failed to arrive by day 15 following the incident. You are no doubt aware that as Keeper I am not liable for this invoice so I expect you to cancel it forthwith and erase my data from your systems due to GDPR 2018 being in force and you have no right to retain my data nor use it.

Quick update, many thx for the advice as I received a letter yesterday confirming they'd screwed up and the charge was cancelled ;-)0

They didn't screw it up, they were allowed to send a late NTK. It wasn't void.
They cancelled because you sussed that the late NTK meant you were not liable!
