Thanks Umkomaas - just to confirm the basis of my complaint to the DVLA is the PCM are refusing to address my appeal as the Vehicle Keeper, citing Data Protection incorrectly and classing me, as the vehicle keeper as a third party in a way to try for me to reveal the driver's identity, even though the letter they received is from the person they have issued the PCN to? Is this correct?

Would you recommend that I write to PCM to advise them that I am doing this? Maybe submit something via their website or email them? Although I can't find an email address for them.

Interestingly the first letter was address (correctly) to Ms XXX and now the follow up letter was address to Mr (a common error with the spelling of my first name in the UK).

Umkomaas is correct in the action to take.

The Ms v Mr is not really a point apart from the fact that it proves that PCM is NOT a professional company

The DVLA provide only details of the keeper. It therefore follows that PCM thereafter must prove who the driver is/was ?
This is how it works and PCM have no option but to accept this.
By requesting data from you which you are not obliged to give, simply means that PCM are not complying with the dinosaur system currently in place.

I see no reason why you should inform PCM of your complaint to the DVLA, they will hear soon enough and as they will read this forum .... sooner than later

    Absolutely NOT!

^^ I absolutely concur with BG's analysis ^^. Get the DVLA on the case, but they may attempt to do everything to sweep this under a nearby carpet. Be resilient.

    Thank you Umkomass and Beamerguy

I have submitted a formal complaint to DVLA, citing incorrect use of the Data Protection Act for not dealing with my appeal and bullying and unprofessional behaviour as a way of getting me to divulge details of the driver and I've also attached the letter. Now I just wait for a response from DVLA?

In the meantime, I assume I just ignore PCM?

To the extent that they don't in the meantime issue a Letter of Claim, or MCOL Court Claim. Do not ignore either of those.

I think you'll get through plenty of tea bags waiting! Don't expect an urgent reply.

    LOL fair point.

Out of interest, now I've read the blue template, it is much better than the "official MSE" one that I sent last week. Is there any value in sending that to PCM?

Because it clearly states I'm writing as the registered vehicle keeper, so they will deal with the appeal?

It won't do any harm, but you're assuming the PPC will actually read it, and even if they do, will they do anything about anything?

    Try it and see.
