POA signature witness

Hello, hope this is in the right place apologies if its wrong, in an Power of Attorney application, can the certificate provider also be the signature witness for both the Donor and the (one in this case ) Attorney
Trying to work out how many people we actually need to be present when we sign the forms.

    As long as they are independent of the donor or attorney.

    yes that is exactly what we did - one certificate provider did the witnessing for donor and attoney... so three people in the room
