Highview Parking appeal

Hi all
Just been reading the newbie thread and think i've found the right appeal letter that i need to use but wanted to check to see if i have interpreted the advice correctly.
I have been issued with a "Charge Notice" for parking longer than the maximum stay by Highview Parking who state that they are part of the BPA.
The date of notice is: 4/3/2019
The alleged contravention was on 22/2/2019 from 10.01 to 12:30 (duration of 2 hours 28mins)
I received the notice in the post at my house on 9/3/2019.
The car park was a Tesco Supermarket car park.
I have been provided with 2 photos of my car entering and leaving the car park.
They have posted me the "charge notice", addressed to my name, but saying that they are writing to me as the registered keeper or been told by the registered keeper that i was the driver.
They have attached a letter saying that it is my first contravention so therefore they will lower the amount to £20 if paid within 14 days, otherwise it is £70 within 28 days, and if not within 28 days it will incur an initial debt collection charge of £40.
I've thought about paying as it is only £20 but when reading that bit, there isn't a way to pay without incurring additional charges - phone is 2p a minute, posting a cheque incurs a £2.50 admin fee, and online incurs a £1.50 admin fee! Cheeky!
Would very much appreciate some guidance as to what process i should follow to appeal/get the ticket cancelled. I believe it is the letter in the Newbie thread which is titled: "Template appeal for BPA or IPC members - copy this wording into the online appeal box:" Is that right? And in your experience do I stand a good chance at getting this cancelled?

Send the blue appeal template from the NEWBIES unaltered from The Keeper. Highview are one of a handful of companies that often cancel when they see the forum appeal.
In addition, complain to the store manager and/or the CEO about genuine customers being scammed by unregulated scammers and it makes it too expensive to continue shopping there. Don't reveal the driver's identity when you complain.
Also complain to your MP about this unregulated scam.

Be very careful with the HV appeal portal as there is a drop down box that asks on what basis you are appealing. You must appeal as the keeper. But that box defaults to the driver if you don't keep your eyes on it.
Last job before pressing the submit button - double check that drop down box and take a screenshot before sending the appeal.Please note, we are not a legal advice forum.
