NCP Appeal Rejection

Sorry tried to upload the letter i received but as a new poster im not allowed to. Its basically a appeal rejection on the grounds that my payment only covered me for 4 hours and the vehicle was in place for just over 8 hours.

I recently received a anpr pcn from a ncp car park i though i had paid for, so appealed it with a receipt number and the attached image was their response. I didn't notice a 4 hour limit at the time so thought it would cover me for the day.
is there anything i can do next to avoid having to pay the scammers? I also have read regarding anpr pcns that they have to be sent within a certain amount of time. The incident was on 05/01 and the pcn was sent out on 25/01. is this over their allowed time frame? what should my next course of action be? I have a POPLA code if that is going to required. Thanks in advance to anyone.

If you revealed the driver's identity when you appealed like you have in your post here, then the timeframe is irrelevant.
If you didn't reveal the driver's identity then you need to redact it from your post above.

Assuming you received a PoPLA code with the rejection then construct a draft appeal using all the template points available from post 3 of the NEWBIES.
If the driver was not identified then no PoFA complaint NTK will be point 1.
Sadly if you revealed the driver's identity you threw away a winning appeal point and will need to rely on the other points instead.

Post your draft appeal here before submitting it.

What happened when you complained to the landowner?

yes it is over the time for POFA, which is 14 days for an ANPR incident, so to arrive by day 15, not on day 20 or 23 like in your case (as long as you werent stupid enough to tell them who was driving ?)

draft a popla appeal after basing yours on "golden ticket" popla appeals where they were out of time as well, as a KEEPER if they do not know who was driving

should be a slam dunk if worded correctly and if they failed POFA and if you didnt reveal who was driving
  • I didn't reveal who was driving the vehicle, as it in fact was not me driving, although i did pay for the parking. I'll have a good look around on here for a "golden ticket" popla appeal and post on here before submitting anything. This is all new to me so any advice is appreciated.

start with the Parking Eye example, adapt it as yours isnt PE and a different number of days etc, and add poor and inadequate signage and no landowner contract to the mix

    post it below for critique
  • Sorry for being a pain, but is there any chance i can pointed in the right direction for a template of what i should have in my popla appeal considering what ive said above. Ive had a good look around the forum and sticky posts etc but i cant see to find something that fits with what i will be appealing to popla. Thanks in advance.
