You are trying to certify British documents in the UK, not sure how Australia rules are relevant here? I believe your copy and paste refers to documents issued in Australia, not in the UK.
You might also need an apostille though, if you plan to use the certified copies in Australia.

I've had a quote back from a local Notary Public a few moments ago who have reviewed the request from the pension firm in Oz.
The quote is around £175 for signing 2 copies of passports and 2 copies marriage certs :eek: :eek:
This is a ridiculous expensive exercise to change my name overseas for one pension
I am going to see if the Halifax can do and wing it me thinks

I don't think you need a notary public, but I'm not a specialist. Australia have to accept apostilles as they signed the Hague convention, so if I were you I would go to the bank or a solicitor to certify the documents then send the documents for legalisation on that website I gave you.
