Parking fine for £0.00

I’m hoping you can help?
My family and I recently moved to a new area and near where we live is a retail park. It has 4 car parks servicing the various shops and the main one services the supermarket and town shops. All car parks are free except the main one. We have been there several times and have always seen people parking in one car park and walking across the road to visit the various shops.
My partner recently went to go to one of the shops and on arrival our son (6 years old) wanted to go to the loo, so my partner walked across the road and took him to the loo in the supermarket before returning to the shop they had gone to visit. The whole event took less than 1 hour and on returning to the car noticed a ticket on the windscreen. Not knowing what the ticket was for, she opened it to find it was for leaving the site! Up until this point we didn’t know you had to keep changing car park to visit the various shops which are literally next to each other or across the road!
Also, where the parking charge fee should be was blank, the “ticketeer” had omitted to put a charge where the space for the fee should be.
The ‘company’ is UKPC
We’ve never received a parking fine before so your advise would be appreciated especially as this ‘ticket’ is for no amount?

It's not a fine it's an invoice, read the newbies thread for advice. There's people on this site that can help you coupon-mad and bargepole etc. First thing is don't panic and don't reveal who was driving.0

windscreen ticket or postal ticket ?
if postal, did it arrive within 14 days of the incident date ? (by day 15)
if its windscreen like you said, appeal as KEEPER on day 26 following the incident with the blue text appeal , PROVIDING the vehicle is private and not a hire/lease/company vehicle

You'll need to appeal a windscreen ticket around day 26 as per the NEWBIES FAQ sticky, post #1.
Then wait to see if the send a Notice to Keeper. If that shows a charge of £60/£100, you will beat this at POPLA as to hold the keeper liable, the Protection of Freedoms Act 2012 (Schedule 4) requires the NtK to reflect the Notice to Driver (windscreen ticket).
If they don't send a NtK, you will win at POPLA - no PoFA compliant NtK served, therefore no keeper liability.
If you require absolute proof via your POPLA appeal that UKPC can prove leaving the site, UKPC is likely to withdraw.
Ignore any letter from UKPC asking you to identify the driver.
So you understand some of the 'leaving the site' issues, read the following court transcript, but note that 'failure to mitigate losses' no longer flies post-PE v Beavis.

After lots of reading on this forum, especially the sticky thread, I’m caught between fighting this ‘invoice’ all the way to court if necessary or sending them a cheque for £0.00 to stop further ‘intimidation’ letters, however if I send a cheque for £0.00 I’ll be admitting guilt and I don’t really want to do that.

I believe that the £0.00p fee is talking about it being a "free" car park and not a pay and display car park, nothing to do with the pcn charge
the actual pcn charge to the driver is more likely to be say £100 charge reduced to £60 for early payment, this will be on the signage around the car park itself too0 -
It is not a fine so you still have never received one.
It's virtually impossible for the scammers to prove an occupant of the car left the site, let alone the driver.
Appeal as advised using the blue template from the NEWBIES, unaltered, from The Keeper, then appeal to PoPLA and win if/when it is rejected.
Forget the £0.00 charge, it's a blue kipper.
Ignore anything begging for the driver's details.
Complain to the manager of the store visited by "an occupant" of the car.

My take on this ..... Remember this is UKPC the fraudsters who faked pictures and were then banned by the DVLA
You will have read that VCS (another scammer) are placing windscreen tickets saying "this is not a parking ticket"
Why would UKPC say "£0.00" ?? This is a fraudulent statement when they know they actually want you to pay £100.
If UKPC don't want to be seen as mis-representing themselves and misleading the public, there is no reason why they cannot accept the amount they require being £0.00.
Sending them a £0.00 cheque cannot be seen as admitting liability as there is no monetry value and any such £0.00 payment would be sent as "full and final settlement" as per their ticket.
If I am right about this bogus claim then this is a complaint to the DVLA which would be on par with the UKPC faking pictures and the DVLA should ban for fakery
This would also apply to VCS with their fake claim of "this is not a parking ticket"
Lay the trap, send them a cheque for £0.00 and let's see what they say
