Declined for Marcus savings account

Anyone else been declined trying to open one of the Marcus savings accounts from Goldman Sachs? I've just applied, but their "automated" application review process declined me.
Talking to them on the phone, they can give no reason why, but they have said that if I want they will manually reconsider the application.
The only thing I can think is that until recently I had a CIFAS protection flag on my account (I'd previously been the subject of identity theft), but that flag lapsed a few months ago. Could fraud prevention agencies still take that flag into account, even though it's technically no longer active?
