Unable to reduce credit card limit? Refused by bank

I recently did a balance transfer and then tried to reduce the limit on the credit card I transferred some of the balance from.
I just got an email from Natwest saying:
Is this normal? I probably have a bad rating due to having lots of debt (but no missed payments) but I was trying to reduce the limit.
Do they do a whole new application if you try to make any changes to your limit, whether it's up or down?
It's a pain as I don't want to spend the new spare balance on the NatWest card. Hopefully I won't but hope is what got me into this mess!

Unfortunately we are not able to agree to your requested new limit at this time.

Were you trying to reduce it close to your balance? Had the BT gone through at the time?
Try again once you have a clear statement.0 -
To reduce your limit on Natwest you have to call them. Do that once the payment has hit the account.0

If you were trying to reduce your limit so the debt ended up over 95% (90% on some cards) of your total limit then it sounds like it was an automated rejection as 'over 95%' is not allowed and don't forget the BT fee, that is included in total amount/s allowed too.0
