Another "retrospective" advertising consent - PE

It would appear that once again PE, who recently infested Chorley and Preston hospitals, didn't apply for advertsing consent. Apparently ..
A ParkingEye spokesperson said: “Planning permission for all our equipment at Chorley and South Ribble District Hospital has been submitted to the council. It is common practice for planning permission to be applied retrospectively for sites such as this.

Plus the parking system they've installed at Chorley and Preston Royal is a joke. It doesn't work.
The machines constantly freeze or crash. They never, ever find either mine or my wife's car registration number so you have to be really careful to remember the exact time you entered. The integrated debit card payment doesn't work and keeps saying "Connection failed". They're really picky accepting notes.
And worst of all, the process of paying is overly complicated and excruciatingly slow. Unless you're tech-savvy, you've got no chance of being able to do it without help.
On 2 visits to Preston I had to queue for over 30 minutes. One visit to Chorley all machines except one weren't working and had to queue for nearly an hour. No way was I risking it when it's Parking Eye.
The cynic in me says this is all deliberate. Wouldn't surprise me at all with this company.0 -
NHS trust suspends a governor who dares to criticise the new parking regime, a regime so bad that people are queuing for up to half an hour to pay and thus in many cases increasing the fee due.

Our local MP for Chorley is rightly absolutely furious with this. Of course hospital bosses just see £££ and the farming money they're paid by PE.
Only a matter of time before we have floods of vulnerable, elderly or disabled people being dragged through the county courts. Of course PE being based in Chorley means it's much more attractive for them to do this. Disgusting.0 -
The title of this thread is a bit misleading as the newspaper report is about 'planning permission' not 'advertising consent'.
Of course, planning permission can be granted retrospectively, however, advertising consent cannot be retrospectively granted and it's a criminal offence not to have it.
It's the lack of advertising consent that potentially exposes a much softer under-belly than planning permission, but it will take a very determined individual to resiliently rattle the council cage enough for them to take enforcement action, as many have previously either just stuck their fingers in their ears and whistled, or come up with mealy-mouthed fob-off lines like 'We do not consider pursuing this to be economically viable, or not in the public interest ......'. As I said, someone needs to be very persistent to see any movement.
But I bet they'd be down like a ton of bricks if the local WI fly-posted some coffee morning ads on telegraph poles, and most certainly if the travelling circus stuck up theirs.Please note, we are not a legal advice forum. Regrettably true, I've not yet seen a retrospective planning application fail for normal plans so would expect a sign one would slide through. the council have got their money for the application so its not a problem for them.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
