POPLA Appeal

Hi there
A friend of mine, who I am helping out, recently received a PCN from APCOA, she waited to the right time and sent off the appeal using the template recommended in this forum and as expected, the appeal was declined. She now has her POPLA reference number and I have read that she needs to appeal to that, however I can't find any template to use for this.
If somebody could point me in the right direction, it would be very much appreciated.
